Biography

Elaine O'Neal was born and lives in Durham, North Carolina. O'Neal graduated from Hillside High School in 1980. She earned a B.S. in math and a J.D. from North Carolina Central University. O'Neal's career experience includes working as a chief district court judge, a superior court judge in Durham County, and the interim dean of the North Carolina Central University School of Law.[2]
