The laws governing the administration of elections can vary significantly from state to state and even between jurisdictions within states. This article identifies the statutory source of election law in Indiana and compiles information on proposed and enacted legislation that would modify election law in Indiana.
Analysis
2025
In 2025, Indiana lawmakers passed 13 election-related bills. The bills changed various aspects of the state's election laws, including but not limited to, voter registration, voter ID, and absentee voting.
- HB 1680 requires certain voter registration applicants to provide proof of citizenship within 30 days of receiving a notice from election officials.
- SB 10 disqualifies documents issued by an educational institution as eligible voter identification. It also increases the frequency of some voter list maintenance activities.
- HB 1679 requires election officials to publish absentee activity reports by 10 a.m., noon, 2 p.m., and 4 p.m. on Election Day and allows a voter to request a replacement absentee ballot by submitting a statement via email to the county election board.
2024
In Indiana, six bills changing election law were passed in 2024. These bills included changes to policy regarding voter registration applications, voter list maintenance procedures, private funding of election administration, and signature verifications for absentee voters.
- HB 1264 adds new requirements to the voter registration application process and changes voter list maintenance procedures, including allowing officials to obtain commercially available data from a credit agency for voter address verification. It also amends the state's ban on private funding of election administration by adding a new provision prohibiting a political subdivision from participating in a program or joining the membership of an organization that has directly financed the conduct, preparation, or administration of elections or which employs people on a temporary basis for these purposes.
- HB 1265 allows a voter to deliver a signature verification affidavit to an absentee voter board during the early voting period, among other changes.
