Elfreda Higgins
Elfreda Higgins is a former Democratic member of the Idaho House of Representatives, representing District 16B from 2008 to 2012. She served as Assistant Minority Leader from 2011 to 2012.

Higgins announced in mid-November 2011 that she would not be seeking re-election in 2012. Due to redistricting Higgins was drawn into the same district as incumbents Max Black (R) and Grant Burgoyne (D).
“I have had numerous inquiries regarding my running for re-election next year. I am not going to run for a third term. My husband, Paul, and I want to spend more time with our family and friends and traveling. This will be my third 'retirement' and one I feel that I deserve,” she stated.[2]
2010
Higgins won re-election to District Seat 16B in 2010 against Republican Lee Mark Ruff. She ran unopposed in the Democratic primary on May 25th. The general election took place on November 2, 2010.[3]

On November 4, 2008, Democrat Elfreda Higgins won the election to the Idaho House of Representatives District 16B receiving 55% of the vote (9,017 votes), ahead of Republican Elizabeth Allan Hodge who received 45% of the vote (7,376 votes).[4]
