Biography

Ellen McNulty earned a bachelor's degree in communications from the College of Notre Dame of Maryland in 1993, a graduate degree from the University of Baltimore in 2005, and a graduate degree from the Johns Hopkins Bloomberg School of Public Health in 2020. At the time of the 2022 election, McNulty was a master's degree candidate for legal and ethical studies at the University of Baltimore.[1]

Your time is valuable, so I'll cut to the chase - VOTE EJ FOR CONGRESS on July 19, 2022. I am healthcare policy professional, community activist, Wife, Mother and concerned American Woman running to represent Marylander's 2nd Congressional District.

My objective is rather simple - Maryland needs a representative who knows how to deliver results and resolve the problems we are facing that affects our quality of life. I won't have the 1sr day learning curve many newly elected Representatives have since I've worker as a Congressional Staffer for common- sense Representatives Helen Bentley and Bob Ehrlich. We need to bring the next 21st Century great solutions to Congress like we did in the 20th Century with Contract with America. WE can do better - we must do better.

  • Crime, Pubic Safety & National Security.: Implement Project EXILE, to get criminals and illegal guns of the streets. Stop President Biden's Boarder failed Boarders policies such as "Catch & Bus". Insure Military readiness-deter & defeat threats in the air, land, sea, space and cyberspace.
  • Health Care & Education: I support informed Health Care Freedom and Right to Privacy when it comes to an individual well-being. Government agencies like the FDA & CDC should not be mandating the shots I choose to get or as Parents what shots we choose to give our children. I believe in Parental Rights, Body Autonomy and freedom from Government mandated controls of our rights to independent controls of our lives. Schools along with Health care should not be battle grounds for politics or one's freedoms of choice. Schools should be places of learning the foundations of reading, writing and critical thinking. Healthcare needs to include mental health, early childhood educations efforts , substance abuse & prescriptions cost affordability.
  • Inflation, Jobs and Energy Independence: Responsibly audit and balance the Federal budget to stop reckless Washington spending and curb the worst inflation in 40 years. Rethink the American workplace and policies so the 2.2 million American Women who were forced to leave the workplace due being force to make decisions between their jobs, childcare and elder care of Family Members can return to being afford to obtain their American dream as well. American should not be forced to make difficult choices between filling up their gas tanks to go work or putting food on their families tables. We need to do better. It's unAmerican our community members falling into poverty nor being able to get out of generational poverty due to living expenses.
No matter where one starts their life, in America one deserves an equal opportunity to succeed. I am personally passionate about public policy that enhances every sector of American society so we can build a stronger, more equitable future for all Americans. Career politician Dutch Ruppersberger has been in power since 2003 but has nothing to show for his tenure. Instead, Greater Baltimore has been dealing with increasing crime rates, economic instability, and failed policies that have stunted its development.

I am deeply committed to using my experienced professional knowledge from the various non-profit organizations I've served in focused on fighting generational poverty, increasing crime rates, economic instability, and failed policies that have stunted Maryland's development. Additionally, I will not have the first day learning curve so many elected to Congress suffer given my hands-on experience for solving public policy issues as a former Congressional Staffer for Maryland's 2nd District Representatives Helen Bentley and Bob Ehrlich.

We've been let down repeatedly and refused prioritizing tax breaks for entrepreneurs who are stimulating
our 21st Century economy..

Proven policy results in Crime, Healthcare, Education, Inflation, Jobs & Economic Inequities, Energy Independence advancement of emerging technologies for carbon capture & storage, Updating Public Infrastructure, Government Transparency, National Security including Military Readiness and Cyber.
I look up to my Grandmother, my Mother, my Aunt Kathy and Ambassador Jeane J. Kirkpatrick.

Jeane Kirkpatrick was a scholar, diplomat, political scientist, advocate and one of the America's true experts on world politics and international affairs. I had the unique privilege to seeing Dr. Kirkpatrick's appointed as the Representative of the United States of America by President George W. Bush to the Human Rights Commission of the Economic and Social Council of the United Nations during my service in Presidential Personnel on the Y2K Presidential Transition Team after the Bush vs. Gore Presidential Election.

Dr. Kirkpatrick was a Senior Fellow at the American Enterprise Institute (AEI) and Co-Founder of Empower America with former Congress Jack Kemp (R-NY), a compassionate co, big tent, conservative public policy organization.

I would like to follow the example of all 4 of these fierce females and mentors. These 4 women influenced
me because they never stopped fighting for a just American society or allowed themselves to focus on what could go wrong but rather were educated, calculated risked takers that focused on what could go right! They all loved America even though occasionally America could break their hearts. All of these 4 women understood it may not always be easy to distinguish between democratic and totalitarian agents of change. They were authentic democratic "revolutionaries" whose aim was at securing governments based the consent of the governed and belief that ordinary people capable of using freedom, knowing that their own interests, could choose leaders. They all believed in a shared common public truth and acting in the best interest of the common public good.

Each one of these 4 women understood the importance of being a freedom-loving, compassionate society. Groups that defined themselves as enemies should be treated as enemies regardless if they are "in country" or foreign Dictatorships. They did not believe in double standards.
Honesty, Trustworthiness, Integrity, Sound Decisions Making, Hard-Working, Persistence and the ability to be an Active Listener and Work on behalf of All your constituencies as a Servant Leader.
To be the best servant leader representing the Public that elected me to represent and advocate for their best interests in Congress.
AGE 5 - Sunday, July 4, 1976:United States Bicentennial with the 200th Anniversary of the adoption of the Declaration of Independence and our whole Family took the train into NYC for the big celebration involving the review of 16 tall ships in New York Harbor as part of "Operation Sail".
Selling Coffee in a homemade Coffee Stand in front of our home at age 9 with my older Sister and our Coffee customers were the drivers of cars waiting on the long gas lines of the 1979 oil crisis under President Jim Cater. We had the coffee stand for 3 years!
Article 1 of the Constitution, established the Legislative Branch consisting of the House of Representative and the Senate which together forms the United States Congress. The Constitution grants the Congress sole authority to enact legislation and declare war, the right to confirm or reject many Presidential appointments and substantial investigative powers.

The House has many powers assigned to the 435 elected members divided among the 50 States. A member must be 25 years of age, a U.S. Citizen for at least 7 years and a resident of the state they wish to represent. However, the elected every two years Representative does not necessarily need to be a resident of the district they represent.

The Representatives of the House has the power to initiate revenue bills, impeach federal officials, and elect the President in case of an Electoral College tie.


Yes. During the past half century, the personal backgrounds and demographic makeup of Congress have changed substantially. members have become more diverse in terms of race and gender over time. This diversity is important for securing sufficient representation of minorities' and women's interest. The changing nature of occupations held by members of Congress before they public servants - can also play a role in influencing policy outcomes.
Restoring the Public Trust and agreeing in a shared common truth again so we can pro-actively verses re-actively begin to move America forward in a post-pandemic 21sr Century World. The united States of America is the greatest country on earth. In the last decade, we have learned that we are still a young Nation but we are not a racists, colonial power, we do not practice genocide, we do not threaten the world with expansionist activities.

In the last decade we have practiced remarkable forbearance everywhere as well as unilateral restraints on defense spending. We have transitioned into a technetronic era, We need to support modern technology companies by assisting with monitoring them not censoring them or Americans Rights to Free Speech.

America has moved faster, further, in eliminating domestic racism than any multiracial society in the world or history of the world/

IF that is the will of the voters that one is servicing and representing in Congress, I concur.
Agree on Term-Limits since unfortunately too many Americans have currently lost faith in our Voting System.
I would also be for a sunset law regarding Term-Limits as we began to see the American Voter beginning to have a restored public trust in our election system.
