Three of seven seats on the Elmbrook School District Board of Education were up for at-large general election on April 4, 2017. A primary election was held for the Area III seat on February 21, 2017. Area III incumbent Tom Gehl did not file for re-election, leaving the seat open. Jian Sun and Leanne Wied advanced to the general election after defeating Jimmy Schulgit in the primary. In the general election, Sun won the seat. In the race for the vacant Area I seat, Allison Malnar defeated Jon Dzurak. At-large incumbent Kathryn Wilson won another term without opposition.[1]

The Elmbrook Board of Education consists of seven at-large members elected to three-year terms.[2] A general election is held each April with a February primary for any seat with more than two candidates.

School board candidates had to be at least 18 years old, U.S. citizens, and residents of the school district for a minimum of 28 consecutive days before filing as a candidate. They also could not be disqualified from voting under Wisconsin law.[3]

To get on the ballot, school board candidates had to file nomination papers with the school district clerk by January 3, 2017. If incumbents whose terms were up for re-election did not file to run in the race and did not file written notification that they would not be running, the candidate filing deadline could have been extended until January 6, 2017. The terms of candidates elected in the race started on April 24, 2017.[3]

Area III candidate Jian Sun was endorsed in the general election by Wisconsin state Rep. Dale Kooyenga (R-14), former Elmbrook school board candidate Jimmy Schulgit (2017), and Village of Elm Grove, Wisconsin, board of trustees member Neil Palmer.[6]

All school board candidates in Wisconsin were required to file a campaign registration statement with the Wisconsin Ethics Commission after qualifying as candidates. This statement declares their candidacy to the county clerk's office and allows them to claim exemption from reporting campaign contributions and expenditures. Candidates were only required to report campaign contributions and expenditures if they did one or both of the following:[7]

  • Accepted contributions, made disbursements, or incurred debt in excess of $2,000 during the calendar year
  • Accepted more than $100 from a single source during the calendar year, barring contributions made by candidates to their own campaigns

There were three campaign finance report deadlines in 2017:

  • The pre-primary report was due February 13, 2017,
  • The pre-election report was due March 27, 2017, and
  • The post-election report was due July 15, 2017.[8]

Candidates who filed before January 1, 2017, also had to file a continuing campaign finance report on January 16, 2017.[9]

As of March 22, 2017, no candidate had filed a campaign finance report with the Waukesha County Clerk's office.[10]

In 2015, the district’s elections were unopposed after only two candidates filed in the race for two seats. District elections drew more competition in 2016 with an average of 1.5 candidates per seat. That average increased to two candidates per seat in 2017. These totals exclude motions to approve board minutes or procedural votes. There was no discernible governing majority in 2017-2018 due to the absence of a voting pattern for specific members.

Jean Lambert and Allison Malnar were absent from two of the board's 13 meetings in 2017-2018.

Votes on board procedures accounted for 17 motions or 31.5 percent of all motions brought before the board in 2017. From January 2016 to December 2016, the Elmbrook school board voted unanimously to approve 98.9 percent of the 87 motions brought forward by board members. A 5-2 vote to approve building improvements at Swanson Elementary School on March 15 was the only motion to not receive unanimous support. These totals exclude motions to approve board minutes or procedural votes. There was no discernible governing majority in 2016 due to the absence of a voting pattern for specific members.

Board changes

Linda Ann Boucher defeated Gary Jones in the general election on April 5, 2016. Richard Brunner resigned from the board in August 2016, leaving the seat vacant until the 2017 general election.

Dissenting votes

The March 15 vote on Swanson Elementary School featured two dissenting votes. The board's minutes did not indicate individual votes.

On April 14, 2015, the board voted 4-3 to direct its joint review commission representative to vote in favor of a tax incremental district (TID). On May 26, 2015, the board voted 6-1 to approve the sale of bonds. These totals exclude motions to approve board minutes or procedural votes. There was no discernible governing majority in 2015 due to the high rate of unanimous votes.

Elmbrook School District is located in Waukesha County in southeastern Wisconsin. The county seat is Waukesha. Waukesha County was home to 396,488 residents in 2015, according to the United States Census Bureau.[12] The district was the 19th-largest school district in the state in the 2014-2015 school year and served 6,988 students.[13]

Higher education achievement

Waukesha County outperformed Wisconsin as a whole in terms of higher education achievement from 2011 to 2015. The United States Census Bureau found that 41.2 percent of Waukesha County residents aged 25 years and older had attained a bachelor's degree, compared to 27.8 percent for the state as a whole and 29.8 percent for the entire United States.[12]
