Two of the seven seats on the Elmore County Public Schools school board were up for general election on November 8, 2016. District 4 incumbent Michael Morgan (R) was running unopposed for re-election. A primary was held for the District 5 seat on March 1, 2016, featuring incumbent Larry Teel (R) and Leisa Finley (R). Finley defeated Teel in the primary election.[1] Morgan and Finley won without opposition in the general election.

Voter and candidate information

The Elmore County Board of Education consists of seven members elected by district to six-year terms. There were two seats up for election in 2014. Board members cannot be employed in another capacity by the district during their service. Candidates for the board must also live in their desired electoral districts for a year prior to the candidate filing deadline.[2]

The district's website also notes the following general requirements for board members as noted in state law:

The person is of good character with at least a fair elementary education, of good standing in his respective community, and known for their honesty, business ability, public spirit, and interest in the good of public education. [3]

Prospective board candidates were required to file with county party officials by November 6, 2015. Candidates must be 18 years old and reside in their counties for at least one year prior to the election.[4]

Elmore County Public Schools is located in central Alabama in Elmore County. The county seat is Wetumpka. Elmore County was home to 80,977 residents in 2014, according to the United States Census Bureau.[7] The district was the 11th-largest school district in the state in the 2013–2014 school year and served 11,234 students.[8]

Demographics

Elmore County underperformed in comparison to the rest of Alabama in terms of higher education achievement in 2013. The United States Census Bureau found that 21 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 22.6 percent of state residents. The median household income in the county was $54,766, compared to $43,253 for the state of Alabama. The poverty rate in Elmore County was 13.4 percent, compared to 18.6 percent for the entire state.[7]
