An effort to recall Elsie-Vinemaple Rural Fire Protection Board members Vivian McCann, Thomas Hecox, Staciy Morrison, and Wayne Carmichael was initiated in 2024. Recall petitions were filed with the Clatsop County Clerk on February 9, 2024 by Jachin Crawford. On February 28, the recall petition was approved and approval was given for recall supporters to begin collecting signatures. Supporters needed 105 signatures to get the recall on the ballot.
Recall supporters turned in signature sheets to the county clerk's office on March 11, and the county verified that the signatures were sufficient on March 21. March 26 was the last day for the targeted officials to submit a written resignation or statement of justification. The recall election took place on April 30, 2024.[2]
McCann, Morrison, and Carmichael were recalled in the election April 30, 2024. Hecox was not recalled.

Recall supporters
The recall petition stated the following grounds for recalling the board members:[3]

Current Elsie-Vinemaple RFPD board member(s) (are) putting the residents of Elsie and Jewell at severe risk by comprising time-critical Fire and EMS services in our community. The board's ineffective leadership, inability to collaborate with our department volunteers, and poor decisions have gutted the local volunteer fire department, leaving many untrained and inexperienced volunteers to handle emergencies in our community. The fire board has demonstrated a breach of public trust, evident in their refusal to engage the community in open dialogue or answer questions in public meetings or online. They have misled people about the scope and ability of neighboring fire districts to assist in the support of our community. Despite a tight budget, the board shows fiscal irresponsibility spending an additional $1,200 on lawn care and is now looking to pay an additional $50 per hour to obtain a new Fire Chief. They have made dubious ethical decisions that show favoritism by paying some volunteer workers and not others. Rather than take personal accountability for their inaction to obtain proper building permits before volunteer work was done on Station 2, or hire licensed professionals, they blamed the volunteers and dismissed the Fire Chief. Recall opponents
In response to the claims in the recall petition, Vivian McCann said "we're not comprising the services. The response time is the same. And we've responded to every call. Our decision to move forward with new leadership was motivated by a desire to provide more effective and professional emergency services with the small budget we have. We have a solid plan to achieve that, and hope that our residents will vote to move our district forward into a brighter future, rather than backward into the disrepair and mismanagement of the past."[5]

No specific grounds are required for recall in Oregon. To get the recall on the ballot, supporters must collect signatures equal to 15% of the votes cast in the last regular gubernatorial election in the relevant jurisdiction. Signatures must be collected within 90 days.[6]
