My name is Janine Chapa. I am a lifelong Texan, wife of 39 years. My husband, Mike and I raised a family in Texas. We have three grandsons. I was born and raised in Brownsville Texas, right on the Texas southern border. I retired in 2019 after 32 years in insurance. I am a Christian and volunteer regularly at my church. I am running for State Representative, House District 20. OUR Texas Dream is threatened by bad policies and mediocre lawmakers out of the Texas Capitol. Elected politicians aren't setting priorities according to what's good for Texas and Texans. Something else is at play. Our great State is at a crossroads. It is not a time for political silence.

Do we have school choice? - NO! Is the Texas Southern border secure? - NO! Is it affordable to buy a home, feed our families, buy gas, pay for utilities to have a good life Texas-style? - I don't think so... Can we vote in Texas with confidence that votes are not compromised by bad actors or machines? - I am not convinced... ‘Work hard, play hard and live a good Texas life’...sadly NOT achievable for many Texans..

Decrease Taxes and the Overburden of Regulation

As a practicing Catholic, I revere and appreciate the sacrifice of Mother Teresa. Her willingness to accept hardship for the sake of those in need is an inspiration to me.
My political world view is based on a biblical world view, therefore, the Word of God is my go to book.
Transparency and honesty. Voters deserve the truth delivered directly and in a straightforward fashion. They may not like what they hear but we must remain transparent and let them remain a part of this process. No more making our voters feel like , “ They can’t handle the truth.”
As a Christian, I aim to serve with honesty and humility. I will put the priorities of the voter and Texas Families first.
That is my goal.
Listen to the voters. Adopt the voter's priorities, not their own priorities. Do not be afraid to tackle the hard stuff.
Mother Teresa said - 'We fear the future, because we are wasting today.' I pray my legacy will be that I did not waste today.

Our great State is in Texas is at a cross-roads – everything is on the table. Will Texas remain free and independent worthy of the motto – ‘Come and Take It’….or will we fold like the incumbent representative and accept the tyranny of the left who keep pushing the State and all the policies further and further away from the freedom and liberty Texans expect and deserve JUST TO STAY POPULAR and pass legislation at the margins? Texans deserve a voice that will speak up loudly and clearly about the things Texans care about. Texans deserve a truth teller. Texans deserve someone that will challenge the vested powers that be and push back on policies that are hurting the families of Texans. I am that truth-teller. I am that champion. I am that person.
I remember the moon landing and I was 5 years old. I could hardly believe there were men on the moon, I was always interested in the 'man in the moon' and all that cheese! What an amazing accomplishment. My entire family was amazed, as was the entire nation.
As a young person, I worked in my families restaurant where I did any and all jobs when short handed. I washed dishes, I waited tables. I actually met my husband in that little restaurant serving chips and salsa. I learned the value of hard work and real people working in that restaurant. I also learned the value of customer service. When working in a restaurant, a warm smile and hustle is the customer facing characteristic of good customer service, something that has stuck with me through every career advancement.
I run out of hours in the day to get everything done.
Partners. The Governor should partner with lawmakers to achieve the voter's priorities.
Texas highest priority has to be devoting every Texas resource at the Border to reinstitute Texas sovereignty and stem the flow and impact of illegal border crossers. The cause of this catastrophe is federal overreach and overburden which has left the border wide open. The Texas economy has suffered in the Texas energy sector due to the overburden of useless regulation that furthers the nation's continued slide to the left. It's all tied together. I remember a time, not long ago, when the Texas Border was the most secure in US History and gas cost $1.89 per gallon. Oh for that day again and Texas will see a secure border and affordable energy again - only under different leadership in the Texas House.
Experience is over-rated. Show me enthusiasm and a strong work-ethic coupled with common sense and I'll show you a mover and shaker that will get things done. Professional judgement that comes with life experience is highly preferred to political or government experience. Many years of entrenched government experience, is a hindrance to effective policymaking...too focused on 'the way things have always been done'...and unwilling to expand their way of thinking... that's not me...I will challenge the status quo
Relationships are beneficial to building a coalition. Presenting a cogent position is the most important thing in building relationships...that and a warm smile and hustle...enthusiasm and a strong work-ethic helps too.
I am wholly disappointed in most legislators at this point - what has been accomplished? It seems like all mediocre work to me. Texans, particularly Texas Republicans, identified their priorities and listed a few things they wanted out of the last session –

• Secure border – do we have a secure border? No.
• Election integrity – nothing meaningful has happened on this issue!
• School choice – epic fail after 4 special sessions.
• Stable cost of living including housing and transportation – costs have skyrocketed and Texans are in trouble.

We can do better for Texas and for Texas Families. I will be a better, more responsive legislator if I remain true to myself and my values.
I have been seeking support from my friends, family and neighbors and two stories that have impacted me are:

“We’re Stuck”, I met a lovely elderly couple that are disenfranchised by our leaders at all levels because they are being ignored. They can’t afford the cost of living and with taxes increasing and property values increasing they say they are being priced out of their home. They were angry and crying about what the future holds. I could sense there fear for our future. They said if they could leave they would but they just can’t afford to do anything. “ We’re Stuck, they said!”

“This place is corrupt”. Is what I heard when I asked for support of my campaign. This person feared retribution of their business and personal life if they supported me and my values. This place is corrupt, they said!
The granting of emergency powers is only appropriate in a time of war or great civil unrest. The granting to the Governor, should be approved by the legislature for a specific period of time. At the time of expiration, the legislature should review and make the determination about renewing the emergency powers.
There are bedrock principles that cannot be compromised. That said, within parameters and common ground, compromise can improve policy making. But first, you have to discover where the common ground lies.
I would file or support legislation that aligns with the needs of my voters. Voters are concerned with Protecting Life, Liberty and Property
