Biography

Emily Garza graduate from Grand Haven High School. She graduated from the Studio Arts College International in 2005, from the Douglas J. Institute of Esthiology in 2006, and from the Beau Institute of Permanent and Corrective Cosmetics in 2016. Her career experience includes being self employed, launching a small business, and as a corporate executive for Fortune 500 companies.[1]

Hi, I'm Emily Joy Garza, and I’m a proud wife, mother, cancer survivor, eco-warrior, and passionate animal lover. I’m NOT your typical candidate, and that’s precisely why I believe I’m the right person for District 9. I bring a fresh perspective to leadership and solution-oriented results; grounded in real-life experience as a former global Fortune 500 executive and 12-year entrepreneur.

In 2013, I founded DOLLISTIC, a restorative micropigmentation business. Over the last 12 years, I’ve had the privilege of helping over 10,000 clients rebuild their confidence after facing challenges like chemotherapy, alopecia, and domestic abuse.

I believe that leadership is about listening, learning, and acting in the best interest of the people you serve. I’m committed to representing our neighborhood with transparency, compassion, and a focus on solutions-oriented results. Whether it’s improving safety, supporting local businesses, or ensuring we take care of our most vulnerable (like seniors and animals). I’ll ALWAYS keep the needs of our community at the forefront.

Although I am not a native San Antonian, I got here as fast as I could (especially after growing up in frigid Western Michigan)! My family and I chose San Antonio as our forever home because husband grew up here, and we want our son to experience the same joys of childhood.

I’m grateful for the opportunity to work alongside you to build a safer, more prosperous District 9 to live, work and raise our families.
  • Serving People, Not Politics: Unlike other D9 candidates, who are career politicians, I’m not here to serve political agendas or be influenced by lobbyists. My focus is solely on the needs of my neighbors who call District 9 home. I believe in authentic, transparent leadership that prioritizes community interests over special interests. My commitment is to put the people first—always and prioritize solutions-oriented results.
  • Protecting Our Vulnerable: I am proudly the only D9 candidate committed to protecting and advocating for our vulnerable. I will enhance services for seniors, ensuring they have access to healthcare, transportation, and aging with dignity. I’m committed to fighting our animal care crisis by promoting responsible pet ownership education, expanding spay/neuter services, and broadening adoption and foster care support. Additionally, I’ll prioritize preserving and enhancing green spaces, ensuring our environment is protected and valued. For our youth, I will advocate for mentorship and after-school programs. I will also strengthen mental health support for those in need. My goal is to create a District 9 where compassion is the forefront.

I’m committed to reforming our animal crisis, which not only threatens public health and safety but also the well-being of our residents shouldering the burden. Equally important is supporting small businesses; the backbone of our local economy - ensuring they have the resources they need to thrive. I’m dedicated to protecting our environment (like advocating for Edwards Aquifer), and promoting sustainable practices that preserve and expand our green spaces. Additionally, I believe in revamping policies surrounding affordable housing ( to ensure developers are "good neighbors"), improving public safety (tactical officer recruitment and retention), and enhancing our walkability and bikeability (to ease up traffic congestion).
The city council is a truly unique and essential part of local government because it’s the direct link between the community and the decisions that shape our everyday lives. As a member of the council, you’re not just making policy decisions—you’re advocating for the needs and values of your neighbors. Whether it’s public safety, small business support, or the preservation of our environment, the council is where the community’s priorities take shape.

This role is about listening to the people you represent and ensuring their voices are heard. It's about working with others to solve problems and holding the city accountable for how resources are used. Whether it’s addressing infrastructure issues like crumbling roads or pushing for better public health services, city council members are the ones who roll up their sleeves and get things done.

What's more, the council plays a vital role in overseeing the executive branch of local government, making sure the mayor and other appointed officials are working in the best interest of the community. From creating laws that impact zoning to approving budgets that allocate resources, the council ensures that the city operates fairly and efficiently.

City council is where community needs meet action solutions. It’s where the rubber meets the road for local governance, making sure our neighborhoods stay safe, vibrant, and well-served.
I look up to my 97-year-old grandfather, who is also a District 9 resident. He is a Korean War veteran and worked as a senior accountant for Ford Motor Company for over 30 years. His life of service, dedication, and commitment to hard work is truly inspiring. He has taught me the value of perseverance, discipline, integrity, and family values—qualities I strive to embody every day.
"The Alchemist" by Paulo Coelho - This novel speaks to the importance of perseverance, staying true to one’s purpose, and turning challenges into opportunities—principles I embrace as a cancer survivor and small business owner. Just as Santiago’s journey is filled with setbacks and lessons, I’ve faced my own obstacles, whether battling illness or navigating the complexities of entrepreneurship. These experiences have shaped my political philosophy: a commitment to resilience, adaptability, and creating opportunities, no matter the challenges. I strive to bring these values into public service, working toward a District 9 that is prosperous, inclusive, and prepared to overcome any obstacles together.
1. Integrity: Trust is earned through transparency and honesty. A strong leader upholds truth in every decision and ensures the community’s needs are placed above outside influences. By leading with integrity, we can restore confidence in our government and keep the focus on what truly matters to District 9.

2. Empathy: A true leader listens to all community members. By understanding the concerns of residents—whether it’s our seniors, families, or small business owners—empathy ensures that our policies meet the real needs of District 9, respecting the values that make our community strong.
3. Accountability: Good leadership requires taking responsibility for every decision. Residents deserve an official who is fully committed to delivering results—whether it's improving public safety or creating a more supportive environment for local businesses.
4. Vision: Leadership should have a clear vision for the future that prioritizes safety, economic prosperity, and community values. Policies should be tailored to our District’s needs, ensuring long-term growth without compromising our way of life. Focusing on practical, achievable solutions will guide our District to a secure and thriving future.
5. Collaboration: Building trust requires working together. A strong community is built on cooperation between local leaders, businesses, and residents. Effectively tackle pressing issues with solutions-oriented results —ensuring that the voices are heard and respected.

My goal is to lead by example, inspiring others to show kindness and respect for one another, while maintaining the integrity and hard work that make District 9 an amazing place to live.
The Challenger Space Shuttle Disaster (1986) was a pivotal moment in my lifetime. I was only a child at the time, but I vividly remember the shock and sadness that swept the nation as my family watched the tragedy unfold live on TV. The loss of seven astronauts, including the first teacher in space, Christa McAuliffe, left an indelible mark on me.
My very first job was when I was 14, working as a busser at a busy local breakfast diner. Yes, back when there were still smoking sections! I had to sacrifice my summer sleep-ins, but I quickly learned the values of hard work, multitasking, and—most importantly—how to dodge flying pancake syrup and cigarette burns. It was a fast-paced environment, and it taught me how to handle pressure, communicate effectively with customers, and keep my sense of humor intact. That job shaped a lot of who I am today, which I am grateful for!
One of the greatest struggles in my life was battling a rare form of cancer, Chondrosarcoma. It was a difficult and uncertain journey, but it taught me the true power of resilience, faith, and community. Through the support of my family, friends, and those who prayed for me, I learned that challenges can be overcome when you lean on others and stay focused on what matters most. This experience shaped who I am today, and it’s driven my passion to serve and advocate for others who are facing their own struggles. I believe in the strength that comes from unity and never giving up, no matter the obstacles we face.
One little-known power of the City Council is the ability to influence zoning laws and land-use decisions, which can dramatically shape the future of neighborhoods in District 9. While most people know about property taxes and public services, fewer realize how much control the council has over where businesses, housing developments, and even green spaces are placed. This power allows us to shape the community’s character, from protecting our neighborhoods from overdevelopment to ensuring that we have the right mix of residential, commercial, and recreational spaces.

Additionally, the council has oversight of the city's budget, which means we directly influence how funds are allocated to vital services like public safety, infrastructure, and environmental protection. It’s more than just voting on issues—city council members play a key role in determining the long-term direction and priorities of the city.

Lastly, the City Council also has the responsibility to advocate for environmental sustainability in ways people may not realize, including protecting our natural resources like the Edwards Aquifer. While often overlooked, this power is critical for the future of District 9, especially as we face rapid growth and continued environmental challenges. Many residents may be surprised at how much influence the City Council has in shaping our future outcomes.
No, I think we need less politicians in politics and more real neighbors. I don’t believe it’s necessary for holders of this office to have previous experience in government or politics. We need less of the typical "politician" mindset in politics. What’s truly important is having leaders who are accountable, transparent, and committed to the needs of the people, not political agendas or special interests.
With my background as a global corporate executive and small business owner, I’ve honed the skills necessary to negotiate, build consensus, and drive results. I’ve worked in diverse high-stake environments where collaboration is key to achieving results. In District 9, this translates to being able to effectively communicate with my fellow council members, understanding their perspectives, and working toward common ground. I understand that achieving meaningful policy changes often requires compromise, but it also requires the ability to stay focused on what truly benefits the community.

Additionally, my resilience as a cancer survivor has taught me the importance of persistence and remaining solution-oriented, even when facing challenges. I believe District 9 deserves a council member who can negotiate effectively and bring people together for the good of our neighborhoods, businesses, and families. I’m committed to being that leader—someone who works collaboratively, keeps District 9’s best interests at the forefront, and ensures our voice is represented in every decision.
Unlike higher levels of government, the City Council has a profound influence on residents' day-to-day lives. This position allows for hands-on, immediate problem-solving and the opportunity to directly shape policies that improve quality of life in neighborhoods.

City Councilmembers hold the responsibility of listening to their constituents, representing their concerns, and enacting policies that reflect the values and needs of the community. This office also provides the ability to act on pressing issues in real-time. For District 9, this role is crucial in fostering a thriving, safe, and prosperous community where residents are heard, supported, and empowered.
I’m proud to say that my campaign is built on grassroots support from the people of District 9. While I haven’t received formal endorsements from political organizations, I believe the true endorsement comes from the trust of the community. My focus is on serving the residents of District 9, listening to your concerns, and working tirelessly to meet your needs. My commitment is to work for you—no political agendas or special interests, just clear, transparent leadership focused on what’s best for our neighborhoods, families, and small businesses.
To build trust and ensure responsible governance, financial transparency and accountability MUST be the foundation of all city decisions and actions!

Wasteful spending and a lack of transparency are two critical issues that need to be addressed. A prime example of this is the recent $800,000 spent on temporary sidewalk repairs for the Final Four tourists. While it’s important to accommodate visitors, this short-term band-aid raises concerns about the city’s priorities and lack of proactive planning. That money could have been better allocated to long-term infrastructure improvements that benefit all residents, NOT just tourists.

Additionally, the lack of transparency surrounding Project Marvel is another example of how taxpayer dollars are being used behind closed doors. Major projects like this must be handled with full public input and oversight to build trust with the community. The people of District 9 deserve to know how their tax dollars are being spent, and they have a right to be involved in the decision-making process.

As your councilwoman, I will work tirelessly to end wasteful spending and ensure transparency in all city projects. We need to prioritize investments that benefit our community in the long term. I will advocate for a city government that is open, accountable, and focused on serving the needs of the residents of District 9. The public deserves to be informed, and every decision should be made with the community’s best interests in mind.
