Biography

Emily Rodrigues was born in Fort Lauderdale, Florida. She graduated from Pompano Beach High School. She attended the University of Florida and earned a bachelor's degree from the University of Central Florida in 2020. Her career experience includes working in digital strategy for MissionWired, for Senator Shevrin Jones in the Florida Senate, and for Central Florida Urban League.[1]

Born and raised in Oakland Park, I’ve called District 98 my home for my entire life. My passion for advocacy was sparked during my college years after surviving a sexual assault. Through my experiences as a survivor, I’ve become a dedicated advocate for victims’ rights – and it’s been my mission to fight for others ever since.

I graduated from the University of Central Florida with a B.S. in Political Science and am currently pursuing a M.A. in Political Communication at the University of Florida. While working in the Florida Senate under Senator Shevrin Jones, I assisted in the passage of several bills and procurement of millions of dollars in state funding, helped resolve hundreds of constituents’ issues, and planned community engagement events. Prior to that, I worked at the Central Florida Urban League where I helped connect underserved communities with critical resources to improve economic stability and gained a unique perspective in how nonprofits can work with state government to bring resources to the community.

Now, I hope to continue my advocacy in the Florida Legislature, where I hope to pass Emily’s Plan – a survivors’-focused policy package – in addition to standing up for our reproductive freedoms, making housing and property insurance more affordable, protecting voting rights, and fighting for public education. With my direct experience working in the Legislature, I have what it takes to stand up to DeSantis and far-right extremists to protect our rights.
  • With the 6-week abortion ban in effect, women across Florida no longer have the freedom to make personal health care decisions with their doctors, and medical providers cannot provide their patients with the care they need without fear of breaking the law. Although some families may have the resources to travel to another state for care, I know this is not a viable option for most people in District 98. We must fight against any attempts to restrict access to reproductive healthcare in our state and ensure that women are in control of their own bodies. As a survivor and the only woman in the race, I will be a strong advocate for restoring and protecting our reproductive freedoms in the Florida Legislature.
  • Florida is becoming unaffordable to most of the people who grew up here – and it's become especially tough for residents across District 98. In my own neighborhood, it breaks my heart seeing seniors on fixed incomes have to leave the homes they planned to spend the rest of their retirement in. The issue has also significantly impacted renters, as landlords continue to raise rent prices in response to skyrocketing property insurance costs. Floridians are suffering – and we must act urgently to bring relief and long-term solutions. I refuse to take corporate donations, so you can always trust me to stand up to the corporate landlords and property insurance companies that are driving up housing costs and causing the affordability crisis.
  • We must stop the radical agenda that DeSantis and his extremist allies in the State Legislature have been pushing in Florida. From hateful, anti-LGTBQ+ policies like the “Don’t Say Gay'' bill to racist book bans, voter suppression laws, and the rewriting of Black history in our public schools, Republicans have made their priorities clear. I’m ready to stand up for our communities in the Legislature, and I’ll never stop defending our rights and freedom to vote. I have the energy and experience needed to build coalitions and push back on racist and anti-LGBTQ+ policies. We must stop these attacks and bring the focus back to the issues that matter most to folks – like affordability and long-term stability for their families.
After surviving a sexual assault, I made it my mission to improve conditions for other survivors. I know from firsthand experience that there are many barriers preventing survivors of sexual violence from getting the justice and healing they deserve. That’s why, if I’m elected, I hope to pass a series of survivors-centered policies called “Emily’s Plan” – a comprehensive policy package aimed to support survivors by extending statutes of limitations for sex crimes, reducing the backlog for rape kit testing, and providing critical resources to survivors in every part of the state. I strongly believe that we must do better as a state to support survivors – and I’m dedicated to being a strong voice for victims' rights in Tallahassee.
Honesty is my guiding principle, because it is the foundation of trust, integrity, and effective leadership. Honesty is essential for building and maintaining trust with my future constituents, and it’s a quality that all elected officials should uphold. As a public servant, I believe that transparency and truthfulness are key to fostering a strong, trusting relationship with those I represent. When people know that they can rely on those they elected to serve to be honest, it strengthens the bonds of our community, encourages open communication among residents and leaders, and can bring meaningful policy solutions.

As public servants, our elected officials should also demonstrate altruism. Far too often, people seek positions of power to fulfill their personal ambitions or agenda, as opposed to selflessly serving the communities that they were chosen to represent. Regardless of whether I am elected or not, I will always fight for our communities and stand up for what I believe is right – no matter the cost.

Finally, I believe that being accessible and responsive is critical to being an effective elected official. From my experience previously working in the Florida Legislature, I know that a responsive legislative office can mean the difference between whether someone is evicted or receives their food stamps to put food on the table for their families. Being responsive and ready to offer help is a critical part of being an elected official – constituents should know who you are and how to easily reach you. If I’m elected, my door will always be open to the people I represent.
To answer this question, I must share one of my favorite quotes, which was written by the famous Van Gogh: “It is good to love many things, for therein lies the true strength, and whosoever loves much performs much, and can accomplish much, and what is done in love is well done.”

I took this quote to heart the first time I read it and have applied it to my life ever since. I strongly believe that love is our greatest power – it’s how we come together, dispel fears, and create lasting change. I believe fighting for the people and causes that you care about is one of the greatest demonstrations of love, and it’s love for the people of District 98 that motivates me to fight for our communities in Tallahassee. My hope is to leave a legacy as someone who poured everything into what she loved, never stopped fighting for her people, and made our world a better place.
The book “Know My Name” by Chanel Miller was especially impactful for me. The author writes about her experiences as the survivor in the infamous Brock Turner case from 2015. Years ago, Miller shared her victim impact statement that she read to the courts with Buzzfeed, which led to it going viral, sparking conversations on how our criminal justice system fails to hold sexual abusers like Turner accountable. Inspired by Miller’s impactful words, I began following her story closely – and when she announced that she wrote a book, I knew I needed to read it. Chanel Miller’s bravery to tell her story publicly has inspired me and so many other survivors to speak up about the hardships we’ve endured while seeking justice for ourselves. I would encourage others to read it as well to build their empathy and understanding for the difficulties that victims experience.

I 100% agree that it’s important for state legislators to have previous experience in government. I’m the only candidate in the race with direct experience working in the Florida Legislature, where I had the opportunity to learn the ins and outs of our state’s complex legislative process. Republicans currently hold supermajorities in both the Florida House and Senate, and I can assure you that they do not make it easy for Democrats to accomplish their goals for their constituents. Through my previous roles as both a District and Legislative Aide, I worked hard to gain the knowledge, experience, and relationships needed to be an effective State Representative for my home District – and I’m ready to use that experience to bring real, meaningful changes to our communities.

However, as with all things, there must still be balance. Although they have plenty of experience, career politicians often become more out of touch with their constituents the longer that they are in office. It’s important that we elect people who understand the everyday struggles that Floridians are dealing with and continue bringing in fresh, new leaders to ensure that our state government reflects the diversity of its people.
Building relationships with your colleagues is critical to being an effective state legislator – especially in the Florida Legislature where Democrats are in the superminority. Creating and maintaining relationships is a crucial component for getting your bills heard and passed, securing funding for your district, and ensuring your constituents’ voices are heard. The relationships that I have built over the years through my previous role in the Florida Senate provides me with an advantage that will help me deliver real solutions for our District.
We have many great Democratic voices in the Florida Legislature, but the person I seek to emulate the most is my former boss, State Senator Shevrin Jones. I began working in his office during his first Senate term, and I’ll always be deeply grateful that I had the opportunity to work with and learn from someone I admire so much. Senator Jones demonstrates how it’s possible to work across the aisle to get things done while still always staying true to the people that you represent. He’s one of our most effective leaders, and I hope to build a similar reputation through my hard work, character, and commitment to my constituents. I know how difficult it can be for Democrats in the GOP-led Legislature from seeing it firsthand, but it’s legislators like Senator Jones that have inspired me to believe that we can still bring meaningful change to our communities, despite all the barriers and divisiveness.

Working in the Florida Legislature, I saw in real-time how state legislators sway their votes depending on how they thought it could negatively affect their fundraising. It’s critical that we ensure elected officials are being held accountable to their constituents – not corporations or special interests. Although campaign donations are public record, there’s still much that happens behind closed doors without voters’ knowledge. It’s important to me that my donors align with my values, and I will give my constituents full transparency on the reasoning behind my votes. My voting record will clearly demonstrate that special interests will never take priority over what’s good for our district.
