Francis-Moore participated in Ballotpedia's 2015 survey of school board candidates. The following sections display her responses to the survey questions. When asked what her top priority would be if elected, the candidate made the following statement:

My top priorities are building a 12th elementary school in West Bella Vista with capacity of at least 700 using funds the district already has and without going back to the tax payers. I am committed to finding creative solutions for the district's over crowding challenges while only rezoning when new schools open. Another top priority is improving graduation rates and implementing programs for at-risk students.[4]
—Eowyn Francis-Moore (2015)[5]

Francis-Moore also included the following statement with her responses:

I feel that the ranked issues in the first question are not mutually exclusive and the limitations of the survey may present a picture that is not entirely accurate. They are all issues that are important and need to be addressed by our school district with our specific needs in mind.[4]

Question Response
What is your stance on implementing Common Core standards?
"They should be implemented."
Should your district approve the creation of new charter schools?
"Yes."
Should the state give money to private schools through a voucher system?
"No."
Are standardized tests an accurate metric of student achievement?
"No."
How can the district ensure equal opportunities for high and low achieving students?
"First we need to have a clear picture of the opportunities that are available including academic, extra curricular and interventions.

Through pipeline achievement programming students with specific needs can be identified and support offered throughout their educational career.

For low achieving students: The district can identify and start programs and interventions earlier; provide advocates at each school, and involve parents and community members in outreach.

For high achieving students: Supporting the IB and AP programs as well as the early college experience partnership with NWACC. In younger grades expanding the TREC program."

How should expulsion be used in the district?
"Expulsion cases must be viewed on a case-by-case basis rather than the district having an overarching policy."
If a school is failing in your district, what steps should the school board take to help the students in that school?
"First the board should meet with the school administrators to determine the areas of concern and methods for improvement. They should meet with affected parents and community members and utilize best practices from successful schools facing similar issues to redesign a program that works."
Do you support merit pay for teachers?
"Teachers who are doing a great job should be paid accordingly, however, standardized test scores should not be the sole determiner of achievement or success."
How should the district handle underperforming teachers?
"Underperforming teachers should be evaluated on case by case basis and a program that includes mentorship, probation, additional resources and training when needed implimented [sic]."
How would you work to improve community-school board relations?
"By listening and engaging with parents and community members, answering their questions and always striving for transparency."
