Torres attended the Pontifical Catholic University of Peru, Autonomous University of Madrid, Duke University, and the University of North Carolina-Greensboro where he received undergraduate and graduate degrees. His professional experience includes working as an associate professor of education at the University of Wisconsin - Eau Claire, teaching in Peru and North Carolina, working as a school administrator, and practicing the law with a specialization in constitutional law and political science.[1]

Four of the seven seats on the Eau Claire Area School District Board of Education in Wisconsin were up for at-large general election on April 3, 2018. Two of the at-large seats were up for three-year terms, one seat was up for a two-year term, and one seat was up for a one-year term. Two of the seats are up for special election after Carolyn Barstad and Jennifer Fager both resigned in 2017.[2] Incumbent Kathryn P. Duax did not file for re-election, leaving one open seat. The winners of the four seats were incumbents Lori Bica, Joe Luginbill, Eric Torres, and non-incumbent Laurie Klinkhammer. The other candidates were Joshua Clements, Tim Nordin, and John Plewa.[3][4]

The school district currently has Montessori and McKinley charter schools and is considering a new one at the Little Red School site. What role do you see for charter schools in the district going forward?
I support the rationale behind the original idea of establishing self-governing schools, which was “to find new solutions to pedagogical problems” or “alternative ways to educate disengaged students,” because it clearly offered new possibilities to respond to the mandate of equal educational opportunities. Going forward, though, and considering budget limitations and that ECASD (Eau Claire Area School District) is now structurally and organically invested in innovation, I believe that any new project must be designed to work for the common good, not generate competition for students, facilities or resources, and must meet the achievement and growth expectations set for every public school student.

The district recently altered boundary lines between North and Memorial high schools in order to address an enrollment disparity. Do you think other measures need to be taken to address inequity between the schools? If so, what would you propose?
I think that ECASD must design and invest in an aggressive, comprehensive plan to close the achievement gap, especially for students of color, students who live in poverty and students with disabilities who do not perform at the expected levels. A special emphasis and priority must be given to the academic growth of all students, but especially those who need additional, equitable support. Teacher effectiveness needs to be supported through professional development that includes critical frames and culturally relevant pedagogical interventions.

How is the district dealing with trends and changes that affect how education is delivered, as well as societal issues such as mental health and children living in poverty?
ECASD teachers have a clear understanding of the importance of addressing the whole child in their interventions. But it is important to continue enhancing their critical multicultural approaches to teaching and learning, their disposition to differentiate their instruction to secure the learning of all students learn, and their empathy and firm resolve to firmly address issues of racism, harassment, and other forms of violence and discrimination.[5][6]
