Campaign themes
2011
Garces' website highlighted the following campaign themes:
- Traffic
Excerpt: "We need a funding stream dedicated to transportation and mass transit solutions that is flexible and to prioritize spending on high impact traffic problems such as those that created by the opening of BRAC buildings."
- Foreclosure
Excerpt: "Foreclosures are inevitable, but Virginia can do better. Banks are required to provide already overburdened families with only a 14 day notice prior to banks foreclosing on their homes. The standard notice should be no less than 45 days. Families deserve ample time to make alternative living arrangements. We also need to adopt a mediation program that allow the borrowers the opportunity to meet with the lenders for the purpose of creating a mutually amicable environment."
- Education
Excerpt: "Our school system’s funding suffers from our economy’s ups and downs. We continue to use an outdated funding formula that disproportionately benefits certain school systems. The formula must be updated to provide adequate and more stable funding and provide a more reliable forecast of how much funding schools can expect."
