Per the Senate Rules, committees of the Florida State Senate are assigned by the President of the Senate.[1] The rules do not specify when or how often committees are assigned. The President shall appoint a chair and vice-chair for each standing committee and subcommittee.[2] A majority makes up a committee's quorum.[3]

Function

The Ethics and Elections Committee examines legislation in the following subject areas:

  • Election law, Ethics law, Executive Business and Bills creating elected positions.[4][5]
Except as otherwise herein provided, on receipt by the Senate of appointments or suspensions on which action by the Senate is required, the President shall refer each to the Ethics and Elections Committee, other appropriate committee or committees, or a special master appointed by the President. Any such committee, subcommittee, or special master shall make inquiry or investigation and hold hearings, as appropriate, and advise the President and the Senate with a recommendation and the necessity for deliberating the subject in executive session. Reports and findings of the committee, subcommittee, or special master appointed pursuant hereto are advisory only and shall be made to the President. The report of the committee, subcommittee, or special master may be privileged and confidential. The President may order the report presented to the Senate in either open or executive session, or the President may refer it to the Rules Committee for its consideration and report. When the report is presented to the Senate during an open sitting or received by the Rules Committee, the report shall lose its privileged and confidential character.[6][5]
