Biography
Eugene Howard was born in Houston, Texas. Howard's career experience includes working as a minister with Strong Tower Kingdom Ministries, a musician, and a special education teacher. He has served as the president of the Brazoria County NAACP.[1][2]

|It’s up to people like you and me to do something that will positively influence our lives and help maintain our sense of values.
As a married father of three children, I am a very simple man hailing from right here, in Houston, Texas. As a matter fact, I attended Texas Southern University, a staple institution in our great city, and I’m a former NAACP Branch President and currently serve on the Texas State NAACP Criminal Justice Committee. I have testified over twenty times in this last 2021 Texas Legislative session. My days studying music and education at TSU have prepared me for my daily interactions with the next generation of our leaders and thinkers. Also I was an educator in the SPED(special needs) and Behavioral classrooms Houston Independent School District and Fort Bend Independent School District. I have coached Little League sports in our community for over the last seven years.- Voting rights

I believe education is not a privilege, but a right.
1) Early Education: Every child should be able to attend full day school starting at the age of 3.
There’s increasing evidence that children as young as 3 years old spend more time with their peers as it gives them an opportunity to socialize, develop skills that will help them in later life, such as listening, talking, sharing, being patient and following instructions.
2) Affordable College: I will work towards making higher education more accessible to all our communities and that going to college is affordable. Student debt should not be the reason for missing out on quality education.
3) Trade Schools: Trade schools offer skill based learning and solid job opportunities – along with much lower student debts. I strongly believe in investing in Trade Schools for personal fulfillment and higher salary potential. .
Voting Rights.
Voting is the most fundamental constitutional right, and I have been working hard, making multiple visits to the Texas Capitol & DC to get rid of harmful voter suppression.
Police Reform.
As the youngest President of a NAACP chapter, I have lead the movement for improvement. I was invited by Pearland Police to be a member of their training advisory board, and we found 26 items that we agreed. They were actually able to train every single employee through de-escalation training.

Voting is the most fundamental constitutional right, and I have been working hard, making multiple visits to the Texas Capitol to get rid of harmful voter suppression measures. Making it harder for Americans to vote - particularly black people, the elderly, people with disabilities and students is unconstitutional. We haven’t seen such voter suppression measures being taken since the civil rights. Entrepreneurship. Small and independently owned businesses, mom and pop shops, and other small businesses represent the building blocks of our local economy. We need to reinvest in such small businesses. Middle class people should not be going bankrupt trying to fulfill their dreams. It is a well known fact that family owned businesses outperform non family owned businesses, and I want to see people from my district flourish. To achieve this goal, I will work hard to make special subsidies for small businesses. I will also ensure there are more grants given out to small businesses. Police Reform. As the youngest President of a NAACP chapter, I have lead the movement for improvement between the police and our communities. I was invited by Pearland Police to be a member of their training advisory board, and we found 26 items that we agreed that both the NAACP and the Police felt were positive initiatives for law enforcements. They were actually able to train every single employee through de-escalation training. I want to work with new adjustments and help mend the community relationship with police. We want them to be guardians protecting our civil rights and liberties, and not warriors looking to fight and I think we can get back to that motto. Affordable Housing. Housing policy is one of the main issues governments deal with. Making sure that everyone has a decent place to live in is an important priority. Our communities own less homes today than in 1968. The depression of 2008 effected all of us and our ability to own homes. I support an increase in the supply of affordable housing through numerous housing and community development programs. Healthcare. I strongly believe that healthcare is not a privilege, and that every human being should have easily accessible and affordable health care. I am a supporter of Medicare for all. People should not be choosing between getting medical attention and other basic needs. Families should not be going bankrupt trying to save their lives. The leading cause of bankruptcy in our country is medical debt and this needs to be put an end to as soon as possible. Environmental Justice. Many environmental disruptions result from human-caused climate change. Climate change poses great risk for all people, but it specially threatens the well being of marginalized communities. Environmental justice is an important part of the struggle to improve and maintain a clean and healthy environment. I believe we deserve cleaner air to breathe, better waste disposal practices, better way to recycle, preserve the environment, better disposal of plastic and less dependency on oil. Nuclear Family. We need to re-imagine the nuclear family., because just like everyone is different, everyone’s life experiences are different. We need to be more inclusive and not divided in how we define a regular family. I believe that the creation of claimed families and families of choice both enable and are enabled by redefining and broadening of what family means. Immigration. We should give every person the right to achieve citizenship, and we need to better streamline the process and stop the alienation of our fellow human beings. The beautiful poem placed on Statue of Liberty “Give me your tired, your poor, your huddled masses yearning to breathe free”, should hold true for everyone even today. All men are born equal and should have the right to life, liberty and pursuit of happiness.[3] |
