Eugene Kiser was born in Harlan, Kentucky, and lives in Lexington, Kentucky. He graduated from Lafayette High School. He earned a degree in history and geography from Morehead State University. Kiser's career experience includes working as an administrative hearing officer and a Medicaid program services director with the Kentucky State Government and as the director of Homeland Security and advisor to Governor Steve Beshear.
