Six seats on the Fall River Public Schools School Committee in Massachusetts were up for general election on November 7, 2017. Incumbents Paul Coogan, Mark Costa, and Joseph Martins won their re-election bids, and newcomers Kevin Aguiar, Joshua Hetzler, and Thomas Khoury won first terms on the board. The winners defeated challengers Amy M. Blanchette, David Cowen Jr., Susan Gancarski Dunse, Kristen Gauvin, Crystal Stone, and Jessica Wong. Challenger Sean Connell was defeated in the primary election on September 12, 2017.[1][2][3]

All seven seats on the school committee were up for election in 2017. The seventh seat was held by the mayor of Fall River, but was not covered by Ballotpedia as the city fell outside of municipal elections coverage.[1]

The 2017 election attracted more candidates than the district's 2013 and 2015 elections received. It was also guaranteed to add more new members to the school committee compared to those two past election cycles due to open seats. Click here for more election trends in the district.

The Fall River School Committee consists of seven members, one of which is the mayor of Fall River. The six regular school committee members are elected to two-year terms in at-large elections held in November of odd-numbered years. Primary elections are held in September of odd-numbered years.[4][5]

To get on the ballot, school committee candidates had to file with the city of Fall River by August 8, 2017. The deadline to withdraw from the race was August 10, 2017.[1]

To vote in the election, citizens of the school district had to register by August 23, 2017, for the primary election, and by October 18, 2017, for the general election.[6] Photo identification was not required to vote in Massachusetts.[7]

The 2017 Fall River School Committee election attracted a higher number of candidates than the district's 2013 and 2015 elections received. In 2017, 13 candidates ran for six seats for an average of 2.17 candidates per seat, while in both 2013 and 2015, nine candidates ran for six seats for an average of 1.5 candidates per seat.

The 2017 race also had more open seats on the ballot than the district's 2013 and 2015 races and, because of those open seats, it was guaranteed to elect more newcomers to the ballot than either of the previous two election cycles. Newcomers won three open seats in 2017, and incumbents won re-election to the other three seats on the ballot. In 2015, all six incumbents ran for re-election, but two of them were defeated by newcomers. In 2013, five of the six incumbents ran for re-election. All five won additional terms on the school committee, and a newcomer won the one open seat.

The Fall River school district is located in Bristol County, Massachusetts.

The Fall River school district is located in southeast Massachusetts in Bristol County. The county seat is Taunton. The county was home to an estimated 558,324 residents in 2016, according to the United States Census Bureau.[13] The district was the 10th-largest school district in the state in the 2014-2015 school year and served 10,246 students.[14]

Demographics

Bristol County underperformed compared to Massachusetts as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 25.9 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 40.5 percent of state residents. During the same time period, the median household income in Bristol County was $56,842, compared to $68,563 for the entire state. The poverty rate was 12.6 percent, while it was 11.5 percent statewide.[13]
