Felicia Toney Williams was the chief judge on the Second Circuit Court of Appeal in Louisiana. She was elected to the court in 1993 and served until her retirement on October 1, 2020.[1][2][3]

Williams became chief judge on October 4, 2018. She was the first female African-American chief judge of the Second Circuit Court of Appeal.[4]

Education

Williams received her undergraduate degree from Southern University in 1977 and her J.D. from the Southern University School of Law in 1980. She also attended New York University School of Law's Appellate Judge’s Program in 1994.[1]
