Per the House and Senate Rules, joint committees of the Delaware General Assembly are assigned by the Speaker in the House and the President Pro Tempore in the Senate. The rules do not specify when joint committees are assigned.[1][2]

The Joint Finance Committee (JFC) is responsible for writing the annual appropriations and grant-in-aid acts.[3][4]
