Finance Committee, North Carolina House of Representatives
The Finance Committee is a standing committee of the North Carolina House of Representatives.[1]
Per Rule 26 of the House Rules, committees of the North Carolina House of Representatives are assigned by the speaker of the House.[2] Before assigning members of committees and subcommittees, the speaker shall consult with the Minority to consider members' preferences.[3] The rules do not specify when or how often committees are assigned. The speaker shall have the right to appoint the chair and vice-chair of each standing committee.[2]

Function
“ | All standing committees, other than the Standing Committee on Finance, when favorably reporting any bill which in any way or manner raises revenue, reduces revenue, levies a tax, authorizes the levying of a tax, an assessment, or a fee, or authorizes the issue of bonds or notes, whether public or local, shall indicate same in the report, and said bill shall be referred to the Standing Committee on Finance for a further report before being acted upon by the House. This subsection shall not apply to bills only imposing fines, forfeitures, or penalties.[4][5] | ” |

Chair resignation
In May 2013, Robert Brawley resigned from his position of chairman of the Finance Committee.[6]
In his resignation letter, Brawley blamed state house speaker Thom Tillis, pointing to disputes the two officials have had during the 2013 session.[7][8]
