The Parental Governing Councils Initiative was proposed as an initiated constitutional amendment for the November 4, 2008 ballot in Florida, but the measure ultimately did not qualify for the ballot.
The initiative, if successful, would have replaced school boards with Parental Governing Councils. The Parental Governing Councils would have had full authority in organizing their local schools subject to state and federal laws.
According to initiative language filed with election authorities, "The district Parental Governing Councils shall determine the rate of school district taxes. The state board of education shall operate, control and supervise all public schools within the state. Superintendent of schools will report to district Parental Governing Councils."[1]
