Fourth time's the charm?

Nevada: The people of Nevada will once again be asked whether or not they want to create an intermediate state appellate court. If the bill passes the Assembly and receives Governor Brian Sandoval's signature, it will be the fourth time voters are asked the same ballot question.[1]
Arguments are made that the Nevada Supreme Court is overloaded and that an intermediate appellate court is necessary to thin the case load, but some voters have concerns about the costs of adding another layer to the judicial system. The new court is expected to cost close to $2 million annually.[2]
Last November 53 percent voted against the proposal.[1]
If the bill passes it will leave only four years between identical ballot measures.[1]
