Biography
Frances Lizama was born in the village of Yona in Guam. She earned a high school diploma from George Washington High School in 1986. Her career experience includes serving as an administrative assistant in the Yigo Mayor’s Office from 1989 to 1992, working in the 22nd Guam Legislature Central/Legal Office under the late Senator Vicente C. Pangelinan from 1993 to 1996, holding roles as an administrative officer and project officer in the Recovery Office, serving as committee director and chief of staff for Senator Frank Aguon, working as deputy clerk for the 31st Guam Legislature, and for the Guam Homeland Security/Office of Civil Defense.[1]
