Frances H. Stacy was a federal magistrate judge for the United States District Court for the Southern District of Texas. Stacy served in this position from February 20, 1990, until February 19, 2022.[1] [2][3][4]

Early life and education

Stacy earned both her B.S. and J.D. from Baylor University in 1977 and 1979, respectively.[5]

Professional career

Prior to becoming federal magistrate judge Stacy was an assistant U.S. attorney from 1979 to 1990.[5]

In November of 2013, Conrad Alvin Barrett was arrested for attacking a 79-year old man in a "knockout game" like attack. On December 28, 2013, Magistrate Judge Frances Stacy denied bail to Barrett, claiming that she was concerned about the defendant being free after such a vicious crime.[6]

Allen Stanford trial (2009)

In June 2009, Stacy set bail of $500,000 for billionaire financier R. Allen Stanford, who had been arrested in early 2009 by federal agents and alleged to have swindled billions of dollars from investors in an elaborate Ponzi scheme.[7] Federal prosecutors immediately went into court and asked David Hittner to revoke the $500,000 bail and instead order Stanford to be detained through trial on the grounds that Stanford poses an unusually high flight risk. Judge Hittner agreed with this request of the prosecuting team, overruling Stacy.[7]
