Francis Allman Jr.

Francis "Frank" J. Allman Jr. is a former judge on the Second Circuit Court in Florida. He was appointed by Governor Rick Scott (R) on February 11, 2016, to fill the vacancy created by Jackie Fulford's involuntary retirement following judicial misconduct.[1] His term expired on January 2, 2018.
Allman was an unsuccessful candidate for the Gadsden County Court of Florida in 2012.
Elections
2016
Gov. Rick Scott (R) appointed Allman to the state's Second Circuit Court on February 11, 2016. The court's nominating commission chose six candidates for the governor's consideration. Twenty-one people had applied to the commission for consideration.[2]
Allman replaced Jackie L. Fulford, who involuntarily resigned from the court. In April 2015, formal charges of judicial misconduct were filed against Fulford. She also went on medical leave beginning in April. Following an evaluation performed at the request of the Florida Judicial Qualifications Commission (JQC), it was determined that Fulford suffered from a "disability that seriously interferes with her ability to perform her judicial duties and that the disability is permanent." In August 2015, the commission recommended involuntary retirement for the judge, and she agreed to step down.[3]

Allman ran for election to the Gadsden County Court in the primary on August 14, 2012, but was defeated by incumbent Judge Kathy L. Garner.[4]
Education
Allman earned a B.A. in English from the University of Central Florida from 1990 to 1993. In 1994, he started his J.D. education at the Florida State University College of Law, graduating magna cum laude in 1997.[5]
