Frank Annerino is an at-large representative on the Community Consolidated School District 15 school board in Illinois. Annerino won a first term in the at-large general election on April 4, 2017. He ran as a member of the Engage D15 slate.[1] All five members of the slate were elected to the board.[2]

Annerino previously ran for a seat and was defeated in the April 2015 election.

Annerino and his wife have lived in Palatine for nine years. All four of their children attend school in the Community Consolidated School District 15. Annerino works as an engineering manager designing and manufacturing mobile devices. In the past, he was the president of his own design firm. His service experience includes teaching religious education at St. Theresa Catholic Church and serving as president of the St. Theresa Religious Education Board. Annerino earned his bachelor's degree in mechanical engineering from the University of Illinois.[3]

Five seats on the Community Consolidated School District 15 school board were up for at-large general election on April 4, 2017. Four seats were up for regular election and came with a four-year term. One seat was up for a special election and had a two-year term. Incumbents Peggy Babcock, Gerald Chapman, and James Ekeberg ran for re-election against challengers Lisa Beth Szczupaj, Anthony Wang, Michael Smolka, Adam Bauske, Asad "Sid" Aman, and Frank Annerino. Barbara Kain and David Border ran in the special election for the seat with the two-year term.[4] Annerino, Kain, Smolka, Szczupaj, and Wang ran together as the Engage D15 slate.[5] All five members of the slate won election to the board.[2]

School board candidates in Illinois were required to file campaign finance reports if they did one or both of the following:[6]

  • Accepted contributions or made disbursements in an aggregate amount of more than $5,000 during the calendar year
  • Accepted contributions or made disbursements in an aggregate amount of more than $5,000 during the calendar year for communication via television, radio, or internet in support of or in opposition to a candidate, political party, or public policy

The first campaign finance deadline was February 27, 2017, and the second campaign finance deadline was April 3, 2017.[7]

Annerino reported no contributions or expenditures to the Illinois State Board of Elections in the election.[8]

Annerino was endorsed by the Journal and Topics Newspapers and the organization 4RD15Kids.[9][10]

Three of the seven at-large seats on the Community Consolidated School District 15 Board of Education were up for general election on April 7, 2015. The seats of incumbents Scott Herr, Gerard Iannuzzelli and Manjula V. Sriram were on the ballot. Herr did not file to run for re-election, leaving Iannuzzelli and Sriram to run against the following five challengers: Frank Annerino, David Gurion, Zubair Khan, Jessica C. Morrison and Joshua N. Perry.

Two candidate slates emerged in this election. Incumbents Gerard Iannuzzelli and Manjula V. Sriram formed a slate with challenger Frank Annerino called "Vote 1-2-3 for District 15," referencing their ballot placements. Challengers David Gurion, Zubair Khan and Jessica C. Morrison also formed a slate. Both groups asked voters to place all three candidates in the slate on the school board.

Neither candidate slate was fully successful, though members of both slates won seats on the board. Only Sriram won her bid for re-election in the "Vote 1-2-3 for District 15" slate, and only two members of the challenger slate, Morrison and Khan, were elected to the board.

Funding

School board candidates in Illinois are only required to file campaign finance reports if they accept contributions or make expenditures in excess of $5,000 in a 12-month period.[11]

Annerino reported no contributions or expenditures to the Illinois State Board of Elections in this election.[12]

Endorsements

Annerino was endorsed by the organization Citizens For Accountability in District 15 and District 211.[13]

Annerino highlighted why he ran for school board on his campaign website:

Frank’s interest in being a board member is rooted in his family’s attendance in D15 schools. His goal is to ensure that all D15 students receive a quality education that prepares them for post-secondary educational opportunities and other future endeavors. Frank believes that the Board of Education needs to create and execute a strategic plan that takes the best interests of the entire community into consideration. Additionally, he wants the Board of Education to provide more thoughtful oversight, and to be stronger stewards of the taxpayers’ money.[14]
