Biography

Frank Annie graduated from Capital High School. He earned a bachelor's and a graduate degree from West Virginia University in 2011 and 2013, respectively, and a Ph.D. from Florida State University in 2019.^[1]

I have worked to strengthen infrastructure, support economic growth, and improve the efficiency of city operations. My goal is to ensure Charleston continues to grow while maintaining the quality of life that makes our community strong.

I focus on practical solutions improving roads, infrastructure, and city services while ensuring taxpayer dollars are used effectively. My decisions are guided by data, accountability, and a commitment to measurable progress.
I support responsible development that brings jobs, strengthens local businesses, and positions Charleston for long-term success. This includes infrastructure investment, strategic partnerships, and attracting new opportunities to our region.
Residents deserve a voice. I prioritize open communication, community engagement, and clear decision-making so that people understand how and why decisions are made at City Hall.

What areas of public policy are you personally passionate about?

I am most passionate about infrastructure, economic development, and improving the efficiency of local government. Reliable roads, utilities, and public services are the foundation of a strong city. I also focus on policies that attract investment and support sustainable growth. Additionally, I am committed to using data and evidence-based approaches to guide policy decisions and ensure accountability in how public resources are used.
