Baker was a member of the Boston City Council in Massachusetts, representing District 3. He assumed office in 2012. He left office on January 1, 2024.

Baker is from Boston, Mass., and graduated from Don Bosco Technical High School in 1986. He worked for the City of Boston Printing Department from 1987 to 2010. He is a member of the CWA/Boston Typographical Union, Local 13.[1]
