Frank Cooper
Frank Cooper (1869-1946) was a federal judge on the United States District Court for the Northern District of New York.
He was nominated by President Woodrow Wilson on April 29, 1920. He was confirmed by the Senate on June 3, 1920, and received commission that same day. Cooper was succeeded in this position by Stephen Brennan. On September 30, 1941, he assumed senior status. He served in this capacity until his death on July 16, 1946.[1]
