An effort to recall two of the five members of the Cobre Consolidated Schools Board of Education in New Mexico began in April 2022. Frank Cordova and Ralph “Toy” Sepulveda were named in the recall petitions.[1][2] Both members resigned from their positions on July 11, 2022.[3]

Recall supporters

The recall petitions were filed by fellow board member Gilbert Guadiana. The petitions against Cordova alleged that he committed two acts of malfeasance and one act of misfeasance. The petitions against Sepulveda alleged that he committed five acts of malfeasance and one act of misfeasance.[1]

The petitions against both members also alleged that they violated the oath of office.[1]

Recall opponents

When he announced his resignation, Cordova said the allegations against him were all false. “All of these complaints and many more have no merit. They are the agenda and belief of a single board member,” Cardova said. “I always make decisions with the best interest of the school district with integrity.”[3]

When he announced his resignation, Sepulveda said he had been on the board for 30 years and had never before seen something like this recall effort happen. He thanked everyone who had supported him.[3]

The recall petitions were dated April 20, 2022.[1] Both members resigned prior to a hearing on the recall petitions that was scheduled to take place on July 13, 2022.[3]

To get the recall on the ballot, supporters would have had to collect signatures equal to 33.3% of voters in the last election for the office. They would also have had to meet the state's specific grounds for recall: "malfeasance or misfeasance in office or violation of the oath of office during the official’s current term."[4]
