An effort in Unalaska, Alaska, to recall Mayor Frank Kelty was initiated in October 2017. Recall supporters accused Kelty of trying to give one company preference for dock usage instead of having a public bidding process.[1] The recall was held on March 6, 2018, and was defeated.[2]

Recall supporters

The recall petition filed by Ryan Burke against Kelty made the following charge:

Disregard for the intent of UCO Title 7: Acquisition and Disposal of Municipal Property by attempting to sole-source land use agreements at the Unalaska Marine Center Positions 5-7.[1][4]

Burke and other supporters argued that Kelty met with Matson Navigation Company about a shipping contract rather than allowing public bidding for the contract.[1]

Recall opponents

In a letter published by Kelty on November 2, 2017, the mayor said that the recall petition was false because his discussions with Matson representatives were intended to set up future discussions with the city manager. Unalaska's city code requires the city manager to handle negotiations on land use agreements.[1]

Recall organizers needed to gather and submit at least 168 valid signatures from city residents by December 22, 2017, to require an election.[1] The signatures were turned in on December 15, 2017. The city clerk's office had until December 26, 2017, to determine whether there were enough valid signatures.[5] Kelty declined to appeal, and the recall election was set for March 6, 2018.[2]

Noteworthy events

City Clerk Marjie Veeder released an unredacted version of the recall petition on December 27, 2017. The petition included the last four digits of social security numbers for 75 people who signed the petition. Although not legally required to do so, the clerk's office offered to compensate the 75 affected people for identity theft monitoring.[6]
