Biography

Frank Mansfield was born in Ohio. He served in the U.S. Air Force from 1973 to 1976. He graduated from Paulding High School. He earned an M.D. from The Ohio State University in 1981 and a Ph.D. from Mississippi State University in 1991. Mansfield retired after more than 32 years from the Department of Defense Naval Warfare Labs, with career experience including working as an aerospace engineer and science advisor. He has been affiliated with the Oregon Farm Bureau, the Acquisition Professional Community, and the Sigma Gamma Tau Aeronautical Honor Society.[1]

I knew that the only way to realize my dream of going to college and making something of myself was to enlist in the Air Force right after high school.

I traded my high school diploma to be a microwave relay repairman and electronics instructor and after finishing up my commitment I used my GI benefits and enrolled in The Ohio State University. Where after a series of events, I walked away with a Master Degree in Aeronautical and Astronautical Engineering and a job with the DoD Navy working at Naval Warfare labs and managing multi-million-dollar projects. I had the opportunity to get my Doctorate while working at the DoD for an added commitment, so I jumped at the chance and enrolled at The Mississippi State University and received my PhD in Aerospace Engineering. I finished out my 32 plus year career with the DoD and retired. I went back to work as a contractor working as the Senior Structural Engineer on the F-35 jet fighter for Israel. I was instrumental in bringing that stalled project to fruition and worked through the cost overruns and time crunches to bring the $700 million dollar plus project to a successful conclusion.

During my career I have also taken the time to sit on elected and appointed boards. They ranged from the Kern County Soil and Water Conservation Board to the Chair of the Board of Zoning Appeals in the town of Colonial Beach where we lived to the Board of Tax Appeals in Clatsop County advocating for the landowner.
  • Financial Waste, Budget Overrun and Transparency

    We have a State with tremendous cost overruns and endless schedule delays like the Transportation Department that is millions of dollars over budget with pothole filled roads and insufficient bridge maintenance to show for it and the only thing they want to do is throw more money at it with no change in operations and no oversight. The State of Oregon and agencies will have real budgets rather than wishful thinking and/or wild guesses. Agencies will have actual legislative oversight and be held accountable for their actions and budgets. Will stop personal agendas.

    Remove all hidden taxes such as provider tax, luxury tax, tire tax, gross tax to name a few that would improve the Oregon economy
  • Homeless and Affordable Housing Encourage co-operation between public agencies and nonprofit organizations such as Helping Hands to help the homeless lift themselves out of their current unhoused state. Encourage the use of land that is not currently economical to use because of the high cost of bringing in utilities by conventional means but would make it usable by using off the grid methods such as personal solar panels and water catchment systems. upport the use of reasonable sized expandable houses that unfold quickly and are now economical and functional as an alternative to stick-built housing. Promote a diversified job market by bringing in tech jobs to replenish dwindling industries like forestry and fishing.
  • School Diversity Options Schools should be as diverse in capability and learning as needed so each student can receive what they need in the way they need it, this leads to the need for the option of school choice. Not every child learns in the same way so there needs to be diversity in the availability of schools to meet the needs of the individual student. No student should hear a teacher’s or other school employee political opinion and personal lifestyle choices in the classroom or on school property. Promote the advantages of having a trade to make a good and respectable living alongside the advantages of a college education. Have inter cooperation partnerships between high school and trade schools. No unfunded mandates.
For all agencies, establish a detailed project budget with clear cost estimates and at the same time implement a robust project management system to track expenses in real time and conduct regular budget review and adjust forecasts as needed. Any funds designated for contingency use should include provisions that tie back to the original project objective. Also limit agencies ability to set policy, fees and fines as defined in law.
Currently there is a lack of mental and behavioral health facilities available in the areas of greatest need. That means that those with substance abuse or mental health issues are left to fend for themselves without the tools to be able to resolve their issues.

Actually be honest, forth right, accountability, can't be bought, and work for the people not party interests or special interest groups. Be able to work with all legislators to concentrate on the needs of Oregonians, not party interests or special interest groups. Which means appeal to their better nature and avoid all back door or secret deals/extortions—Complete transparency of all agreements, quid pro quo, secret agreements and all other actions to the people on what is going on so the public can be aware and provide input as often and quick as possible.
Bring common sense back to the government, work to limit government size and overreach, waste, and fraud. Bring financial accountability and safety. Institute a balanced budget and work within that budget and limit taxes. Stop the tax and spend mentality.
A better state and that families and Businesses are prospering and safe.

No. We need individuals that are not part of the system or establishment in order to brake the grasp of the those trying to destroy the state. Managing a state is not rocket science.
