Frank James McGarr (1921-2012) was a federal judge on the United States District Court for the Northern District of Illinois.

McGarr was nominated by President Richard Nixon on September 22, 1970, to a new seat created by 84 Stat. 294; he was confirmed by the Senate on October 8, 1970, and received commission on October 14, 1970. From 1981-1986, he served as the chief judge. He assumed senior status on June 30, 1986. He served the Northern District of Illinois until his retirement on January 15, 1988.[1] McGarr died on January 6, 2012.
