Frank Milstead was born in Phoenix, Arizona. He graduated from Central High School. He earned a bachelor's degree from the University of Phoenix. His career experience includes working in law enforcement.[1]

Frank began his career at the Phoenix Police Department in 1985 where he rose through the ranks working in nearly every capacity within the department. In 2010 he was appointed to be the Chief of Police at the Mesa Police Department, and in 2015, he was appointed Director of the Arizona Department of Public Safety. He was unanimously confirmed by the Arizona State Senate to serve as Director.
At DPS, Frank established the Arizona Border Strike Force to take down drug cartels and human traffickers. He engendered renewed sense of purpose and pride in the organization as well as implementing efficiencies in management that saved millions of tax dollars. This is the kind of leadership we need in law enforcement.
2nd Generation Arizonan: Born and raised in Phoenix, Frank Milstead has deep roots in the community. His father served in the Phoenix Police Department before leading the Arizona Department of Public Safety.- When I become Sheriff, I want to build trust, ensure accountability, and enhance safety in Maricopa County. Maricopa County Sheriff’s Office has a history of issues and I have a track record of addressing these issues head-on. I believe that working towards these goals will foster a more efficient and responsive Sheriff’s office to meet everyone’s needs. Building Trust: I aim to restore public trust in law enforcement by fostering transparency, accountability, and community engagement. This includes open communication with residents and ensuring that the Sheriff's Office is accessible and responsive to the community's needs.
- Enhancing Safety: My focus is on implementing effective crime prevention strategies, supporting our deputies with proper resources, and collaborating with other agencies for a safer Maricopa County. By addressing critical issues such as border security, drug trafficking, and school safety, we can create a safer environment for all residents.
- Ensuring Accountability: I prioritize accountability within the Sheriff's Office, emphasizing ethical conduct, fair treatment, and responsiveness to community concerns. This includes rigorous oversight, continuous training, and a commitment to maintaining high standards of professionalism and integrity among all officers.
My hands-on approach to problem-solving, coupled with a deep understanding of law enforcement intricacies, equips me with the knowledge and skills needed to enhance public safety in Maricopa County. I am dedicated to delivering tangible results and fostering lasting collaborative relationships within the community and law enforcement entities. My commitment to accountability, transparency, and efficiency positions me as a strong candidate capable of effectively serving the people of Maricopa County.
