Frank A. Shepherd was a judge on the Florida Third District Court of Appeal. He was appointed by Republican Governor Jeb Bush and joined the court on September 22, 2003. Shepherd was retained by voters in 2004 and again on November 2, 2010.[1][2] His final six-year term ended in January 2017.[3] He was due to stand for retention in 2016 but did not file to stand in the election.[4] He was succeeded on the court by Robert J. Luck.

Education

Shepherd graduated from the University of Florida in 1968. In 1970, he received a master's degree in government from the University of Massachusetts. He earned his J.D. from the University of Michigan Law School in 1972.[1]

Career

Shepherd began his legal career with the law firm Bradford, Williams, McKay, Kimbrell, Hamann and Jennings, handling trials and appellate matters for more than 18 years. He was appointed Associate Administrator for Legal Counsel and Enforcement for the U.S. Environmental Protection Agency by President Reagan in 1981. In 1990, he became the founding managing partner of the national firm Popham, Haik, Schnobrich and Kaufman, P.A. From 1997 to 1998, he was a partner in the firm Weissman Dervishi, Shepherd, Borgo & Nordland, P.A. He was the Pacific Legal Foundation's Florida senior attorney from 1999 until his appointment to the Third District Court of Appeal in 2003.[1]

Shepherd was retained on November 2, 2010 with 73.32 percent of voters in favor.[3][5]
