Frank Youmans (1860-1932) was a federal judge on the United States District Court for the Western District of Arkansas.

He was nominated by President William Howard Taft on May 29, 1911 to fill the seat vacated by John Henry Rogers. He was confirmed by the Senate on June 20, 1911, and received commission that same day. He served until his death on April 11, 1932. Youmans was succeeded in this position by Heartsill Ragon.
