Franklin Billings
Franklin S. Billings, Jr. (b. 1922-d. 2014) was a federal judge on the United States District Court for the District of Vermont. Billings was nominated by Ronald Reagan on May 25, 1984, to the seat vacated by James Holden. Billings was then confirmed by the U.S. Senate on June 15, 1984, receiving his commission on June 15, 1984. From 1988-1991, Billings served as Chief Judge of the District of Vermont. He assumed senior status on September 9, 1994. Prior to his Federal judicial appointment, Judge Billings served as a justice on the Supreme Court of Vermont from 1975 to 1983, and as that court's chief justice from 1983 to 1984.[1] Billings passed away on March 9, 2014 at the age of 91.[2]

Billings earned his B.S. from Harvard College in 1943 and his J.D. from the University of Virginia School of Law in 1947.
