Biggers earned his B.A. in Business Administration and Management from the University of North Carolina at Charlotte in 1987 and his J.D. from Campbell University Norman Adrian Wiggins School of Law in 1991. His professional experience includes working as an attorney at his own law firm, Fred A. Biggers, and as Clerk of Court-Cabarrus County from 2006 to 2010.[1]
