Moses earned an A.S. in business management from Housatonic Community College and a B.S. in marketing from the University of Bridgeport.[1]

At the time of his 2017 run for office, Moses was the founder of the electrical and telecommunications supply business Telecom Electric Supply Company. His experience includes service as a member of the Texas General Services Commission and the Texas Department of Licensing and Regulations Commission and as the chair of the Plano Chamber of Commerce, the Plano Economic Development Board, the Plano Community Home, and the Collin County Republican Party.[1]

The Places 1, 2, and 3 seats were up for regular election in 2017. There was also a special election for the Place 5 seat. Fred Moses defeated Greg Gomel in the general election for the Place 1 seat on the Collin College Board of Trustees.[2]

In response to a question from the Community Impact Newspaper about which issues he would like to address, Moses said:

We have several issues facing Collin College. If elected, I will work to improve the campus' infrastructure, increase marketing and outreach strategies throughout the county to grow our presence, cultivate workforce programs with businesses, expand the campus' footprint and work with school districts to develop a technical school for our area.[3]
