Three of the seven seats on the Frederick County Public Schools school board in Virginia were up for general election on November 7, 2017. Incumbent Jay Foreman defeated challenger D. B. Dody Stottlemyer for the Shawnee District seat. Newcomer Shontya' Washington won the race for the open Redbud District, defeating Linda Fenner. Incumbent Frank E. Wright ran unopposed and won re-election to the Stonewall District seat.[1][2]

Elections
Voter and candidate information
The Frederick County school board consists of seven members elected to four-year terms. Six members are elected by district, and one member is elected at large. Elections are held on a staggered basis every November of odd-numbered years. Four seats were up for election on November 3, 2015, and three seats were up for election on November 7, 2017.[3][4]
To qualify as school board candidates, interested parties had to be at least 18 years old, U.S. citizens, and residents of Virginia for at least one year prior to the election. To get on the ballot, candidates had to file nomination paperwork with their county election office by June 13, 2017.[5][6]
To vote in this election, citizens of the school district had to register by October 16, 2017.[7] Photo identification was required to vote in Virginia.[8]

With one-third of the seats on the ballot unopposed, the 2017 Frederick County school board election had a lower percentage of unopposed seats than district's 2013 and 2015 elections had. In both of those previous election cycles, every seat on the ballot was unopposed.
The 2017 election was guaranteed to elect one newcomer to the board due to an open seat. Two newcomers were elected to open seats in 2015, but incumbents won every seat on the ballot in 2013.

About the district
The Frederick County school district is located in northern Virginia in Frederick County. The county seat is Winchester. Frederick County was home to an estimated 84,421 residents in 2016, according to the United States Census Bureau.[12] The district was the 22nd-largest school district in the state in the 2014-2015 school year and served 13,181 students.[13]
Demographics
Frederick County outperformed Virginia as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 29.1 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 36.3 percent of state residents. During the same time period, the median household income in the county was $69,098, compared to $65,015 for the entire state. The poverty rate in Frederick County was 7.7 percent, compared to 11.2 percent statewide.[12]
