Frederick Stamp
Frederick Pfarr Stamp, Jr. is an Article III federal judge for the United States District Court for the Northern District of West Virginia. He joined the court in 1990 after being nominated by President George H.W. Bush. He assumed senior status in November 2006.
Biography
Born in Wheeling, West Virginia, Stamp graduated from Washington and Lee University with his bachelor's degree in 1956 and obtained his law degree from the University of Richmond's T.C. Williams School of Law in 1959.[1]
Stamp served as a private on active duty with the United States Army from 1959 to 1960, before serving in the U.S. Army Reserve from 1960 to 1967. Stamp was a private practice attorney in the State of West Virginia from 1960 to 1990.[1]
Judicial career
Northern District of West Virginia
Stamp was nominated to the United States District Court for the Northern District of West Virginia by President George H.W. Bush on May 11, 1990, to a seat vacated by William Kidd. Stamp was confirmed by the U.S. Senate on June 28, 1990, on a Senate vote and received commission on July 12, 1990. Stamp served as the chief judge of the Court from 1994 to 2001 before assuming senior status on November 1, 2006.[1] Stamp was succeeded in this position by John Bailey.

On September 15, 2009, Judge Stamp dismissed a case filed by CSX against a Bridgeport, WV radiologist and a Pittsburgh area law firm. CSX alleged the law firm filed a fraudulent claim of asbestosis on behalf of a Kentucky railroad worker. The judge ruled that CSX did not present evidence beyond a reasonable doubt that the defendants "acted with actual intent to defraud." Judge Stamp's decision was subsequently appealed, and overturned.[2]
