A Fresno County Vehicle Abatement Program and Associated Registration Fees, Measure A ballot question was on the June 3, 2014 election ballot for voters in Fresno County, California, where it was defeated.
If approved, Measure A would have renewed for ten years a vehicle registration fee of one dollar per year in order to fund the disposal and abatement of abandoned and broken vehicles in the county. By state law, this fee must be renewed by voters every ten years.[1]
A two-thirds (66.67%) vote was required for the approval of Measure A.

Sections 22710 and 9250.7 of the California Vehicle Code authorize the establishment of the Fresno County Abandoned Vehicle Authority (AVA), as well as the imposition of a fee on all vehicles registered in Fresno County. The fee, which is referred to as the AVA Fee, is charged at a rate of one dollar ($1.00) per vehicle, and two dollars ($2.00) for certain commercial vehicles, registered with Fresno County. the California Department of Motor Vehicles (DMV) collects the AVA Fee, and then disburses them to the AVA. the AVA Fees may only be used for the abatement, removal, and disposal of any abandoned, wrecked, dismantled, or inoperative vehicles, or vehicle parts, located on private or public property within Fresno County. The AVA Fee must be renewed every ten (10) years. In compliance with state law regarding the imposition of this type of fee, the Board of Supervisors ordered that Measure A be placed on the ballot for the electors of Fresno County to consider whether to renew the existing AVA Fee. A YES vote would authorize the DMV to continue collecting the AVA Fee in the amount of one dollar ($1.00) for every vehicle registered in Fresno County, and two dollars ($2.00) for certain commercial vehicles registered in Fresno County, for a term of ten (10) years. A NO vote would mean that the DMV would stop collecting the AVA Fee effective July 1, 2014.[2] |

According to supporters, the city councils of each of the 15 cities in the county of Fresno adopted resolutions urging the Fresno County Board of Supervisors to put this registration fee measure on the ballot for renewal.[1]
Arguments in favor
Supporters of Measure A stressed that Measure A was merely a renewal of a previous vehicle registration tax, not an increase in taxes. They also argued that the service allowed by the one dollar registration fee was important to keeping the county clear of abandoned vehicles.[1]
Opposition
An opponent of Measure A submitted the following statement concerning the vehicle abatement fee to Ballotpedia:[3]
