An effort in Monroe, Louisiana, to recall Mayor Friday Ellis was initiated in October 2022. Recall organizers had until April 11, 2023, to gather about 9,600 signatures to put the recall election on the ballot.[1]

Recall supporters

The recall effort was organized by Monroe residents Jackie Kidd and Eugene Payne.[1] Marie Brown, who served as spokesperson for the group, told The Ouachita Citizen that Ellis should have been recalled for neglecting his responsibilities to residents in southern Monroe. Brown said, "You want to tell me you’re spending money on infrastructure in the black community. Well, how is it you can spend infrastructure on the north side plus projects all at the same time? It’s a building spree going on across 18th Street. So I’ve got a problem with that.”[2]

Recall opponents

John Jones, a former campaign advisor for Ellis, said that the mayor "kept his promise to address things like drainage, crime, lighting, new sidewalks, painted streets. You might be familiar with what they're doing on Jackson Street right now. They've completed renovating pedestrian walking on Martin Luther King Boulevard which has been an eyesore for 20 years. They've done that in two years and he's done much, much, more. These are the things that voters really asked for when he was campaigning and they're also the things that help attract new businesses to that part of town."[1]

The number of valid signatures required to force a recall election is 20% of eligible voters in the district. Completed petitions must be submitted within 180 days of being filed with the Louisiana Secretary of State. Once signatures are handed in, the registrar of voters has 20 working days to certify the recall petition.

If enough signatures are certified by the registrar of voters, the petition is forwarded to the governor who has 15 days to issue an election proclamation.
