An effort to recall Richard Nored and Susanna Noordhoff from their positions on the Gardiner Sanitary District Board in Douglas County, Ore. was launched in 2016. The recall effort was started by Mack Holman, a former board member, because they were conducting board business through email. He also claimed that they overcharged him when he requested copies of emails from December 17, 2015, through March 2016.[1] Both members of the board were recalled.[2]

In 2014, all five members of the Gardiner Sanitary District board were successfully recalled. This recall effort was also initiated by Mack Holman. As in the recalls of Nored and Noordhoff, the five targets in 2014 were recalled from their positions by about 30 voters. Learn about the 2014 recall here.

Speaking of Holman, Nored said, "He recalled the last board, and I think he enjoys doing that sort of thing." In Noordhoff's written statement for the election, she said that construction of a new pipeline "generated many emails, not secret votes!" Following the election, she thanked those who had supported her. "I believe that the district is well managed and well positioned for the future. It has been a learning experience and an unbelievable amount of work," she said.[2]

Recall vote

The county clerk's office mailed ballots out during the last week of June, and the election occurred on July 19.[3] A total of 62 votes were cast in each of the recall questions. Nored and Noordhoff were both successfully recalled.[2]

Recall proponents needed to collect at least 13 valid signatures to get the recall on the ballot. The petition was certified by the Douglas County Clerk's Office in June 2016. According to County Clerk Patricia Hitt, 22 signatures were considered valid. There are only 121 registered voters in the district. The board members had until June 14 to either resign or turn in a written statement in defense of themselves. Both refused to resign, so an election was scheduled for July 19.[3]
