An effort to recall all five members of the Gardiner Sanitary District in Douglas County, Oregon, was launched in May 2014.
Only 12 valid signatures were required to trigger recall elections for the five board members: Dennis Conger, Catherine Kent, Charlotte Hinshaw, Jackie Degman and Marc Fullhart.[1]
On June 17, 2014, all five of the board members were successfully recalled from their positions.[2]Local business owner Mack Holman started the recall effort, citing "turbulent negotiations with the city of Reedsport and a lack of transparency in contracts" as reasons for the initiative.[1]

Background
Holman stated, "There were a lot of unhappy people because the board had gone off on its own for so long. I mean, they refused to let anyone comment about anything on the agenda. They decided the board should go after the IP (International Paper) plant at, literally, any cost. People wanted things over."[2]

A mere 12 valid signatures were required to advance the effort to a recall election. The number of signatures needed was based on the number of people who voted for governor in the district during the last election in which a governor was elected.[1]
