Ballot question

The ballot question was as follows:[1]

Shall Article IV, Section 3, of the Charter be amended to clarify that Council does not have the authority to direct or request the City Manager, the City Attorney, the City Auditor, or Municipal Judge to hire or remove any person from an office directed by the respective Council appointee and provide a penalty for will violations?[2]
