Issues
Department of Administration
In 2011, Rep. Smith sponsored a bill to create the Department of Administration in South Carolina. The department would not replace the state Budget and Control Board. Smith said that it would create hundreds of thousands of dollars in new, annually recurring costs while generating an undetermined amount of yearly savings.
Supporters of the bill said it would help correct an imbalance of power in state government that is weighted heavily toward the Legislature, and they point to the Budget and Control Board (BCB) as an example of that lopsidedness.[1] A government restructuring bill of a similar form passed the South Carolina State Senate that session and again in 2013, but no similar bill had become law as of mid-2013.[2]

|---|
| Since 2010, an increasing percentage of expenditures in political campaigns has come from outside organizations that are independent from the candidates running in the election. While candidates and political parties are required to file detailed reports of their expenditures, independent organizations and unions are not required to do so. The information above only accounts for candidate-reported spending. During the 2012 election, less than half of all federal campaign spending was fully disclosed.[12] For more details about this growing trend, see this page. |

Scorecards
Legislative scorecards are used to evaluate elected public officials based on voting record. Some scorecards are created by political advocacy groups with a focus on specific issues; others are developed by newspapers and are broad in scope. Scorecards are meant to be used as a tool for voters to have a quick picture of whether their views align with a particular legislator's record.
Because scorecards can be specific to particular issues or general to a state’s legislative term, each report should be considered on its own merits. Each entity that publishes these reports uses different methodologies and definitions for the terms used.
An overview for scorecards in all 50 states can be found on this page. To contribute to the list of South Carolina scorecards, email suggestions to scorecards@ballotpedia.org.

2011-2012
The South Carolina State Legislature was in its 119th legislative session from January 11, 2011, to June 7, 2012. On June 2, 2011, Governor Nikki Haley attempted to call the legislature into an "emergency" special session beginning on June 7 to create the new South Carolina Department of Administration. A lawsuit was filed by Senate President Pro Tem Glenn McConnell, in which he contended that Haley's call for a special session was unconstitutional and that it violated the state constitution's requirement of separation of powers among the governor, legislature and courts.[16] On June 6, the South Carolina Supreme Court ruled 3-2 against Haley, stating that her order violated the legislature's ability to set its calendar and agenda.[17] The legislature met in a special redistricting session from June 14–July 1.[18] The legislature re-convened July 26.[19]

The Palmetto Liberty PAC Scorecard
The Palmetto Liberty Political Action Committee, a conservative, pro-limited government think tank in South Carolina, releases its scorecard for South Carolina representatives and senators once a year. The scorecard gives each legislator a score based on how he or she voted in the two-year legislative term prior to the election on specific issues that the Palametto Liberty PAC thinks are anti-limited government. "Most of the votes shown on the score card are votes that we lost. Now we can identify the Legislators that caused us to lose these votes. These Legislators are the ones who need to be replaced if we are to achieve the vision of having the most free state in the nation."[20]
2012
Garry Smith received a score of 47% in the 2012 scorecard, ranking 6th out of all 124 South Carolina House of Representatives members.[21] His score was followed by representatives Wendy Nanney (40%), Lewis Pinson (40%), and Alan D. Clemmons (33%).[22]
