Gary Ray Cottrell is the Division 1 circuit judge of the Twenty-First Circuit of Arkansas. He was first elected to this position in 1998. He was re-elected to the Twenty-First Circuit in 2008 and again on May 20, 2014, for a term expiring in 2020.[1][2][3][4][5]

Career

Courthouse shooting

On September 13, 2011 gunman James Ray Palmer opened fire at the courthouse after asking to see Judge Cottrell and being told that he was unavailable. Palmer injured Vickie Jones, secretary to Judge Cottrell, with a bullet in the leg.[9] Palmer himself died in the hospital hours later due to injuries sustained while police subdued him.[10] Officials say that Palmer had communicated to his family immediately prior to the incident that he was planning to commit suicide.[11]
