Gary Malloy is a former candidate for Mayor of Stockton. He ran in the primary election on June 7, 2016.[1]

Malloy served in the U.S. Army Reserve during the Vietnam War. He was an executive with Payless Shoes and Rite Aid prior to his retirement.[2]

I believe that I am the best informed and most seasoned candidate by virtue of my history in business and my attendance at the vast majority of city council and budget meetings over the last decade. I have lived in the downtown area for the last 35 years, and I have been very involved with our community. I have many years of experience in budget matters and am keenly aware of our need to be fiscally responsible and not overextend ourselves.

I believe I would bring a number of strengths as your mayor. I am mature and have a wealth of life experiences upon which to draw. I am passionate about making Stockton a better place for all of us. I have no political ambitions other than serving as mayor, nor do I have a personal agenda beyond doing what is best for the citizens of Stockton. I am consistent, transparent, and scrupulously honest. I have no desire to waste anyone’s time with political grandstanding and I am impatient with unnecessary delays and bureaucratic nonsense which gets in the way of city government serving its citizens.

Several key issues need to be our highest priorities over the next several years. In order to continue to grow our economy, we need to create incentives for developers to build homes that generate property tax revenues by which the city funds its operations. The lack of an updated General Plan, and the excessive fees we charge builders, is preventing us from moving forward. Our reputation has been tarnished by a high level of criminal activity, related in part to our inability to hire and retain sufficient numbers of patrol officers. We need to continue to recruit residents of Stockton for these positions to increase the likelihood they will spend their entire law enforcement careers here. It is vital that city government focuses on its primary functions: provide for the safety and security of our citizens and maintain and improve the infrastructure upon which we all depend.

My vision for the future of Stockton includes improvement in the reputation of our fine city, highlighting it positive attributes, and development of a General Plan that promotes coherent growth over the next two decades. We need to explore creative solutions to revitalize downtown and south Stockton. Finally, we must meet our responsibilities and deliver services the citizens of Stockton rightfully expect. [3]
