2013
Miller ran in the 2013 election for Virginia House of Delegates District 14. Miller ran unopposed in the June 11 Democratic primary. He was defeated by incumbent Danny Marshall, III (R) in the general election on November 5, 2013.[2]
Race snapshot
Incumbent Danny Marshall, III (R) was first elected to the House of Delegates in 2001, but this district bordering North Carolina split evenly between President Barack Obama (D) and presidential candidate Mitt Romney (R) in 2012, which caused some to speculate about Marshall's chances for re-election ahead of November 2013. Marshall faced cardiologist and Danville Vice Mayor Gary P. Miller (D) and self-described conservative and former local school board member Martin, who criticized Marshall for voting to increase taxes.[3][4][5]

2013
Miller's campaign website listed the following issues:[6]
- Create Good Jobs
" Tax incentives and credits should not only be available to new businesses that create good jobs, but we need to include existing businesses in Danville and Southside Virginia that expand their business and create jobs as well."
- Fighting the Bad Guys
"We have to protect our seniors, children, and businesses against fraud on the internet and by phone. Our local and state law enforcement officers should have the proper resources to fight internet crimes against our children and those who try to swindle businesses and seniors out of their hard earned money."
- Educating Our Future
"We have to have an honest discussion with our children and educators about career paths before our children enter middle school. Not every student will attend college, and we need to promote vocational/technical training before students enter high school. Studies have shown that there is and will be a shortage of skilled workers: welders, plumbers, draftsmen, utility lineman all of whom earn an average salary of $43,000."
- Your Health Choices
"A family’s medical choices should not be decided by legislators in Richmond who don’t understand providing medical care and the needs of patients. The government should not restrict your access to good health care."
